Short Chronology of Nuisances/Harassments

Restraint Order ( consultation with atty)

Detail:

1. I moved in this 4 building apt complex ,April 15th,2021

2. it is located at 330 s mariposa ave,apt 5,LA90020

3.99% of tenants are low-income Latinos,and I am only one asian(korean) and I saw 2 black tenants here

4. as soon as I moved in, Loud Spanish Music were coming from everywhere, you might have experienced yourself. Latinos tend to enjoy LOUD music ,day or not

but it is NOT an entertainment, it is not classical music nor popular american pop musics etc

And Loud Huge Dog Barking, Entrance Blockage with an illegally parked cars, stomping on my ceiling by my upstairs unit etc

THEY ARE SERIOUS NUISANCES FOR ME SINCE I AM FIGHTING WITH SEMI-TERMINAL ILLNESSES, not limited to Severe Depression, AIDS,PTSD, Social Anxiety disorder,Diabetes and diabetic related neuropathy( periodically), chronic insomnia nd zero appetite etc

5.I started reporting these nuisances( VIA TEXTINGS) after 1 months grace period( Around May 15th,201). I just wanted to know my neighbors' habits/cultures etc before I filed a complaint, just to be cautious how latinos tenants would react to me.

6. Apt Manager( who did not go through  any property management training,but been living here over many years) won't investigate my legitimate complaints which bothered my daily/nitely comfort while fighting for daytime fatigue stemming from nite time Insomnia and frequent urination from Diabetes.

7. one day, my apt manager( maria llamas, live-in manager, her husband is an assistant manager/handyman,Luis) BLOCKED MY TEXTINGS AND WON'T RETURN MY VOICE MAIL.

8. so I ended up going upstairs where a huge dog was barking( these are Tiny Studio Apts),despite I complained that that huge dog was barking all day long when the owner was at work.

8a. I told the owner of the dog " lady, your huge dog was barking all day long when you were at work, it shook a whole apt building,and your dog need a big backyard, your dog is not your toy, THAT IS AN ABUSE TO THE INNOCENT ANIMAL).  Later, apt manager told me that my landlord got kicked in and removed the dog

8b. on the same day, my nextdoor( actually apt#2 ,right across our hallway, who has been playing very loud music day and nite, 4AM, 11PM etc).

     I diligently reported to my apt manager ,only in vain.

So, I knocked their door, and they opened the door, and I was video-taping to show to my landlord that this won't be tolerated for my health sake and I couldn't speak with my atty with a background noise,neither with my nurse and psychotherapists via zoom meeting.

I called 911 immediately since that tenant( young 30's and tall and muscular,uncivilized) smacked my hand and knocked my cell phone off.

While I was waiting for LAPD to arrive, my next door (apt #2) called his relative who lives upstairs,and 2 young punks got up to my face at my door step( I was silent and just waiting for LAPD),and gave me criminal threat,citing "we will go after you without any trace or evidence)

9. LAPD arrived to ask me whether if I wanted them to be arrested or not( LAPD noticed loud music when they arrived, so there was not any problem for them to issue Disturbance of Noise and my hand has a wound, so LAPD issued a crime report of Battery & Disturbance of peace)

I told them I DO NOT WISH TO HAVE THEM ARRESTED, WE ARE NEIGHBORS AND WE MUST GET ALONG.

10.right after that day, my door mat was thrown away to the back parking lot,and I found it there and put it back to my door step, then it was trashed at other place. 

So I decided I don't want to have any door mat to avoid their harassment as they threatened me..

11.since then, my Ebay/Amazon/homedepot/usps deliveries have been stolen, I reported to police station just to have records of it although it costed my work hours.

12. my apt manager held a group meeting against me with all tenants at 330 s mariposa ave( we have 12 units). I get along very well with 3 units and one unit who never show up and met only twice over last 8 months but that guy also blocked our back entrance all the time and played loud music.

now he is very quite and not blocking our back entrance door.

13.then I noticed my nextdoor( apt #4) who has 3 parking spaces BLOCKS OUR BACKDOOR ENTRANCE ALL THE TIME. LEAVING HIS BIG VAN AT THE BACKDOOR OVER THE NIGHT OR WHEN THEY DROPPED OFF THEIR KIDS FROM OUTING.

THEY HAVE 5 TENANTS IN A TINY STUDIO AND 3-4 PARKING SPACES !!

14.and I noticed another car at 350 s mariposa building was always blocking the back entrance door, so I called a parking enforcement agent and got him citation.

my apt manager allegedly told I WAS THE ONE WHO CALLED PARKING AGENT,AND GAVE ME A CRIMINAL THREAT( he is in young 30's 300lb) citing he would break my neck if I call again .

15.Problem with my apt manager is : she can not keep my identity when she dealt with my nuisances complaints.

so, I GOT RETALIATED AGAIN AND AGAIN.

16.Recently, right before Christmas, Apt #2 was having a garden party at our hallway with loud noise at 9pm.. that is a violation of our house rule( we can't loiter not play in the common area)

I called 911 again, but LAPD did not issue a crime report but per their protocol, they gave a strong warning! 

NOW MY APT MANAGER HAS BEEN HARASSING ME TO DEATH!

17. I also called LA building & safety to issue a citation for keeping our dumpster area dirty and with contruction materials.

18.and I complained some tenants put their personal properties on the hallway at my building which violates LAFD code,and my apt manager who lived my upstairs before and most of my upstairs' tenants are her close friends.

19. one day, apt manager terroized my door since I sent many of legitimate complaints. she brought over a witness along. I said, I would call police since you don't have any reason to bang my door ! no emergency and no urgent nuisance by me..

20. LAPD detective called me one day citing "your apt manager complained that you cause her not be able to manage apt complex". I responded I never used criminal threats nor profanity, I just sent textings for Nuisances/blocking the door /thefts etc. Detective told me that our apt manager is wrong and it is 911 call abuse, misdemeanor.

21.although apt manager was told my Detective about abusing 911 call, she recently called 911 again because I was not coming to her apt when she invited for BBQ party.

22. around 2 months ago, we have gone through LA City Atty's Mediation where we both agreed that my Upstair Unit must be re-installed with the carpet my landlord removed.

23.but my apt manager won't follow through. I even offered what if my apt manager show my exercise mat( v comfy, sticks to the floor, not slippery) to the upstair tenants, then I might be able to tolerate their day & nite squeaking noise, pom pom hard-sole shoes walking on the kitchen floor ..waking me up, and then I strugggled with going back to sleep.and then during morning, I felt so fatigued ,did not have any motivation to check my blood sugar for my diabetic checkup.

I have gone through low-sugar(hypoglycemic) shocks before. I worry about morning inappetence stemming from chronic insomnia.

24.My MD sent a letter re: my serious disability and reason I shall be allowed to have a service dog,but I decided not to have one yet.

25.when I went to Upstairs, I noticed there were too many of big furnitures at hallway, I reported to apt manager only in vain,

so I called LAFD to give the warming.

my Apt Manager got so upset with it. released my identification to the all upstair tenants, again.

She said " well, we held a group meeting, nobody likes you"( I never had any contact with any tenants directly, always via textings to apt manager until she blocked my textings for 3 days.

26. I have told my psychiatrist that my anxiety problem are getting very worse, so he put me on Valium(anti-anxiety Rx) and I complained to my psychotherapists,too.

27. I filed a small claim 1.5 months ago and apt manager got served with my summon,dated Feb 20th 2022.

28. I filed a mediation request by dcba.lacounty.gov and fair housing at cal state and HUD.Gov re: not accomodating my chronic Insomnia !!

and blocking entrance door( sometimes, I have to use cane or walker etc)

29.apt manager promised that she would post NO PARKING ZONE at our backdoor, only in vain/lying.

30. last week, I got 2 cars cited with parking violations.

31.now apt manager is retaliating me

a) I can not have my lover move in although my next door(apt#4 ) has 5 people living there at a tiny studio

and most of units are occupied by more than 2 people and many of them have comfort pets,too.that is a violations of house rule

b) I asked apt manager if I can install CCTV in a common hallway, she rejected citing it is a violation of our contract

c) when I asked if I could be a waiting list for parking space, she said "your unit doesn't come with a parking space"( well, apt #4 has 4 parking spaces)

and more harassment coming from my apt manager !

she said " I am only allowed to collect Rent, rest of them, I have to report to my supervisor. I never heard from her supervisor)"

32.upstairs Apt #12 (Sabrina/Mary) banged my door asking why I have an issue with her small dog. Apt Manager has been releasing my identification,for no good reason, in violation of Privacy Protection Code(jan 18th,2022)

and came back banging with another complaint with a parking issue..

that is where I am now,after 8 months' sufferings and lost 5lb body weight( I am skinny and bony to begin with)

and I am paranoid about Apt #2 would do something. I constantly double check my door locked...blah..

so, please call me tomorrow after 10AM( I don't get up early due to insomnia fatigue in AM)
